This working paper presents a provider-independent framework for AI civilization infrastructure in a strictly structural sense. The paper defines AI civilization infrastructure as the public, institutional, technical, and physical-digital reference conditions required for societies to preserve human discretion, role accountability, record continuity, authority-condition boundaries, time-history references, economic reference objects, domain design references, and long-term preservation across heterogeneous AI and AGI environments. The framework does not propose a political authority, legal system, execution platform, public-administration engine, payment rail, evidence-confirmation system, cloud service, model provider, or hardware control layer. Instead, it develops an overarching framework for keeping records, outputs, roles, candidate actions, public references, institutional transfers, and preservation contexts structurally legible when generated materials circulate across providers, institutions, media, networks, local reference hardware, documents, economic environments, design domains, and physical-digital systems. The proposed framework synthesizes coordinate-based document and media reference, output-reference boundaries, human-discretion preservation, role-referenced accountability, post-cloud reference continuity, multi-layer cross verification, generated-output governance, time-history and seal references, authority-condition boundaries, consent and order candidate layers, provider-independent structural reference layers, public institutional reference infrastructures, edge reference nodes, local reference hardware, traceable document states, economic reference objects, domain design reference infrastructures, and propagation-preservation boundaries. Its central proposition is that AI and AGI societies require a non-substitutive reference infrastructure that can preserve continuity without converting reference into authority, preservation into proof, candidate language into action, economic reference into settlement, design reference into construction, public record circulation into public decision, or technical capability into human responsibility.
