Energy-Efficiency Theory rests on a single, irreducible insight: under the three L1 constitutional presuppositions, energy---the sole ontological substrate---must necessarily bifurcate into two distinct forms. Version 3. 4 provides the first-principles proof of this necessity, aligned with the Core Rules v6. 1 constitutional architecture. From the three L1 constitutional presuppositions---Energy Ontology (there is a substrate), Finite Actionability (reconfiguration has finite bounds), and Finite Distinguishability (resolvable differences have a lower bound) ---we prove that any persistent non-uniform configuration of the substrate requires continuous maintenance power drawn from the substrate itself. This maintenance, and the power that funds it, are inescapable. The substrate therefore necessarily divides into two modes of existence: constrained-state energy (locked into persistent non-uniform configurations, requiring maintenance, possessing inertia) and free-state energy (not locked, freely available to fund maintenance or form new configurations). This bifurcation does not require a historical ``first constraint'' or a Primordial Divide---it is the logical consequence of any universe that sustains persistent structure. A constitutional annotation establishes that the bifurcation operates within the domain N 1; at N=0 (the vacuum ground state), the substrate exists in a pre-bifurcation state of pure free-state energy. From this foundation, we derive the full dynamics of the two energy forms. Free-state energy is the default---continuous, superposable, maintenance-free. Constrained-state energy is the exception---localized by persistent constraints, requiring sustained maintenance power Ė₌₀₈₍ > 0, and manifesting as inertial mass m = Ec/v_².
