This work develops a condensed post-V6 reconstruction branch within Causal Cloud Cosmology (CCC). Rather than introducing a new ontology or replacing established physics, the manuscript reconstructs observability through the conceptual bridge connecting the electron cloud and the causal cloud. The work begins from a familiar quantum intuition: observable localization is not necessarily a permanently fixed object structure, but may instead emerge through constrained accessibility, interaction, realization, and projection-compressed manifestation. CCC extends this intuition toward cosmological observability through the accumulated structural field: C = C (x, T) where x denotes observable-regime accessibility coordinates and T denotes accumulated structural persistence. Observable reality is reconstructed as a projection-compressed residual: Rₒbs (x, t) = PicC (x, T) Observable time is further reconstructed as projection-constrained observable ordering: tₒbs = Pic (T) Within this framework, observable temporal flow is interpreted not as an independently flowing absolute background, but as accessibility-ordered residual manifestation emerging under constrained observability. The manuscript develops a conservative CCC-native reconstruction linking: Electron Cloud→ Localization Accessibility→ Projection Compression→ Observable Residual→ Emergent Observable Ordering→ Causal-Cloud Continuity. The framework preserves the empirical roles of established theories: General Relativity describes observable spacetime geometry and relativistic ordering. Quantum Mechanics predicts observable manifestation, localization, and measurement behavior. CCC provides an interpretive layer for accumulated structural persistence, projection-compressed observability, residual continuity, and emergent observable ordering. The work further incorporates nonlinear accumulated structural persistence, natural T²-like pairwise scaling, residual coherence persistence, and observable-certification diagnostics including RCI and SCS. The manuscript does not claim final unification, replacement of modern physics, or proof of hidden ontology. Instead, it proposes a CCC reconstruction in which observable reality may emerge as accessibility-limited residual ordering within accumulated causal-cloud continuity. This paper serves as a condensed bridge reconstruction following CCC V6. 1, focusing specifically on observability, accessibility, emergent observable time, and causal continuity across quantum and cosmological scales.
