The article proposes a methodological approach to assessing the level of scientific and technological development of the agro-industrial complex of the Russian Federation. The relevance of the study is determined by the transformation of the agro-industrial complex from a predominantly production-oriented sector into a complex scientific and technological system, whose sustainability depends not only on agricultural output, but also on innovation activity, technological self-sufficiency, digitalization, breeding and genetics, biotechnology, agrochemistry, agricultural engineering, and the development of research and production infrastructure. The article substantiates the limitations of traditional production and investment indicators for a comprehensive diagnosis of the technological state of the agro-industrial complex, since such indicators do not fully reveal critical technological gaps, the degree of dependence on imported means of production, or the effectiveness of implementing domestic scientific and technological developments. The author develops a system of indicators consisting of two interrelated blocks (indicators for assessing the scientific and technological development of the main sectors of the agro-industrial complex and indicators for assessing high-tech activities that provide the agro-industrial complex with means of production). Weight coefficients, threshold values, and a scale for interpreting the results are proposed, making it possible to calculate an integral indicator of the level of scientific and technological development of the agro-industrial complex.
