Decision-OS V7 Final defines structural failure boundaries for guardable self-recursive evolution. This work does not claim that AGI has arrived, nor does it provide sufficient conditions for self-evolution. Instead, it defines the missing burden of proof for any account of guardable self-recursive evolution: such an account must explain why its update process does not collapse into vacuous recursion, drift, rupture, self-justifying closure, hindsight rewriting, memory discontinuity, carrier collapse, or false completion. The central thesis is the Guardable Continuity Axiom: evolution is admissible only when change preserves guardable continuity. V7 Final is not a full operational gate implementation. More concrete gates for carrier preservation, reconnectable memory, and future-restartable completion are addressed in later Decision-OS layers such as V10–V12. The purpose of V7 Final is strictly to define the structural failure boundaries that any account of guardable self-recursive evolution must confront.
