This study investigates the critical challenges of cyber-terrorism and the virtual radicalization of youth within the global digital ecosystem. Modern terrorist organizations increasingly exploit advanced information and communication technologies (ICT), social media platforms, and encrypted messengers (e.g., Telegram, TikTok) to manipulate vulnerable demographics. This paper scientifically justifies the transition from traditional, reactive counter-terrorism methods to a proactive cyber-prevention model. Through a comprehensive analysis, the study outlines strategic frameworks leveraging Artificial Intelligence (AI) algorithms for early detection, predictive behavioral analysis, and the cultivation of digital hygiene among internet users. The ultimate objective is to offer an integrated security model adaptable for national and international law enforcement frameworks.
