This paper proposes that dark matter is the genetic material of the cosmos — an active information substrate connecting all structures in the universe. Drawing on the verified structural identity between the human neural network and the cosmic dark matter web (Vazza & Feletti, 2020), the paper develops the GENESIS framework and the Neural Dark Matter Travel (NDMT) hypothesis.
