As a sister upgrade paper of PFUSRC-00 (the Original Zero Paper), this paper takes the bidirectional closed bicone topology as the underlying ontology and introduces the Noetic–Affective Dual-Terminal Anchoring Mechanism proposed in PFUSRC-17 to construct a unified framework that relies on no free parameters and can consistently explain long-standing unsolved problems in fundamental physics. This paper does not repeat axiomatic proofs and mathematical derivations; instead, it directly uses topological constraints, noetic ordering control, and affective symmetry breaking as core tools to provide unified geometric interpretations for the most intractable problems in academia, including the fine-structure constant 1/137, the strong CP problem, quark confinement, parity violation in weak interactions, and neutrino oscillations. This paper realizes a three-level logical closure from topological ontology, dual-terminal drive to physical phenomena, is fully compatible and mutually verified with PFUSRC-00, 15, 17, 42, 52, 54, and 55, and further completes the phenomenological interpretation closure of the PFUSRC global unified theory.
