This paper presents a theoretically closed-loop upgrade of PFUSRC-17. Based on the framework of Vital Pendulum Ions (VPI), the β₁ universal operator, and the swarm-vortex mechanism, this work supplements the core missing component: the Noetic–Affective Dual-Anchoring Mechanism and the driftable coaxial bicone resonance model. Using the pendulum as a reproducible, easily observable minimal entry point, this study rigorously demonstrates that pendulum motion is not mere mechanical oscillation, but a fundamental cosmic order-governing motion triggered by dual-anchoring between the Noetic End and the Affective End. Two-point anchoring inevitably generates a bidirectional closed bicone topology, consistent with the cosmic steady-state ontology in PFUSRC-00. In the gaseous cosmic background field, the bicone structure enables autonomous anchoring, free drift, and global synchronization, forming the minimal mobile order-controlling unit of the First Cause. This work achieves full self-consistency across phenomenology, mechanism, topology, and axiomatics, and establishes a new dual-terminal initiation paradigm that complements the theories of Logical Origin, First Cause, and the Light–Dark Sevenfold System. It answers three foundational questions: why the universe necessarily forms a bidirectional closed bicone, how uniform global distribution from low dimensions to the 11th dimension is achieved, and how full cosmic initiation proceeds at maximum efficiency. This upgrade enables the PFUSRC unified theory to attain final topological closure and logical completeness.
