This paper presents V35 of the ECSM electron-like packet programme. V35 does not introduce a new form factor, perform a new scattering calculation, ingest measured scattering data, or report a measured-data comparison. Instead, it freezes the rules for the first measured scattering-data confrontation before such a confrontation is attempted. The protocol inherits the V21b–V34 packet chain and freezes qₑff = -0. 9993035720499918, Eᵣest = 514. 0698767738036 keV, alphafs = 0. 0072973525692838015, kᵣesponse = 5140. 698767738036 keV, rᵣms, response = 38. 385244752791856 fm, and the V33/V34 Gaussian-density form factor F (q) =exp- (q/kᵣesponse) ²/6. V35 predeclares admissible observables, forbidden observables, dataset admissibility rules, allowed operations, forbidden operations, primary and secondary q-domains, and PASS/PARTIAL-PASS/FAIL/INVALID verdict conditions. The final protocol audit returns PASSFROZENMEASUREDSCATTERINGPROTOCOLREADY, with 21/21 criteria passed. No measured scattering data are ingested, no parameters are adjusted after comparison, and failure is explicitly allowed by the protocol. V35 prepares V36 as a frozen external measured-data confrontation rather than a post-hoc fit.
