We present a parameter-free structural prediction of the neutrino mass-squared ratio from the GTE Braid Atlas, using only the QCD colour rank Nc = 3 and the right-handed neutrino b-values \5, 11, 19\. The result, Δ m²₂1/Δ m²₃1 = 0. 02936, matches the NuFIT~6. 0 global fit (0. 02951 ± 0. 00098) to 0. 16σ (0. 52\%) with normal mass ordering automatic. The seesaw exponent 29/9 = Nc + θ_ Koide admits three independent structural decompositions (Braid Atlas topology, mirror-offset invariant δ, and SO (10) /SU (5) representation dimensions), all converging on 29/9. The integer 29 = (adjSO (10) ) - (spinorSO (10) ) is Lean-certified as \ᵢndex\ᵢs\gauge\ₘatter\defect (zero sorry). The Froggatt–Nielsen texture (q₁, q₂) = (3, 2) is MDL-uniquely selected (\ₛtructural\ₜexture\ₑxistence\ₐnd\ᵤniqueness, zero sorry). The structural Dirac scale ED = vH/29 places m_ν ∈ 55, 75~meV within the Planck bound with no cosmological anchor. Three PMNS mixing angles follow from the same orbit-ratio structure: ²θ₁2 = 4/13 (+0. 01σ NuFIT~6. 0), ²θ₂3 = 19/42 (-1. 35σ, within 3σ), θ₁3 = 11/73 (+1. 0σ) ; χ² = 0. 564. The CP phase δ_ CP = 205. 71^ and Jarlskog invariant J_ GTE = - (8184√ (437) /5057221) (π/7) are machine-certified (zero sorry). Preregistered falsification criteria for JUNO, DUNE, CMB-S4, and Hyper-Kamiokande are listed.
