This manuscript serves as the foundational philosophical introduction to the PFUSRC framework, with no additional mathematical or physical derivations included. Rooted in ontology, it establishes the top-level logical skeleton of the whole system and elaborates six core arguments: 1. A supreme cosmic constitutional principle, the philosophical axiom of rigidity embedded in flexibility, is proposed to fill the fundamental logical gap that mathematics and physics can only describe cosmic configurations but fail to interpret their ontological necessity; 2. A dual underlying structure is defined: the manifest hepta-logic (White Fish, observable) and latent hepta-logic (Black Fish, hidden). Human observational confinement to only manifest logic is identified as the root cause of persistent theoretical loopholes in contemporary physics; 3. Intelligence is defined as the primordial first-form life intrinsic to the universe, rejecting the conventional view that cognition exclusively belongs to carbon-based organisms.
