Before the Claim: Public Evidence Infrastructure for Reviewing AI-Agent Governance develops a public-evidence-infrastructure method for reviewing AI-agent governance claims before legal, compliance, readiness, safety, security, or welfare interpretation. The article builds a reviewable evidence shelf from a deterministic 1,000-row root-balanced manifest selected from a local inventory of 1,000,000 visible files and 13,795,970,035 visible bytes. This Zenodo record archives the public article PDF and source manuscript together with a bounded review packet. The packet contains generated denominator, composition, claim-support, scope, project-connection, public-surface, and checksum tables, plus selected shareable support exports from the Atlas, GAIA, and PALLAS evidence layers. Full local-corpus rows and mixed source caches remain in the local research environment because they contain operational paths and source-cache boundaries.
