Abstract This article develops a central ontological claim of the HoloGenesis framework: frequency is prior to both energy and mass. In standard physics, frequency is usually treated as a measurable property of waves, particles, fields, or energetic systems. HoloGenesis reverses this order. It proposes that frequency is not a secondary descriptor of physical reality, but the deeper condition from which energy, mass, charge, spin, momentum, and separable objecthood emerge. The argument proceeds from two major HoloGenesis principles. First, Divalence shows that separable entities do not begin as isolated particles later connected by mysterious correlation. They emerge from a prior coherent frequency condition whose division necessarily produces complementary outcomes. Second, the HoloGenesis interpretation of mass as frequency tension shows that mass is not a primitive substance, but frequency wrapped, resisted, and stabilized into persistent curvature within the lattice. From these principles follows the Law of Frequency Conservation. Frequency may glide as radiation, wrap as mass, divide through Divalence, release through decay, thermalize as heat, or imprint itself into lattice curvature, but it is never ontologically annihilated. Energy is therefore not the ultimate substrate of physical continuity. It is the measurable accounting of frequency in action. Mass is frequency under curvature arrest. Divalence is frequency under division. The article illustrates this hierarchy through several numerical and conceptual examples: photon energy, electron rest-mass frequency, electron–positron annihilation, spontaneous parametric down-conversion, attosecond-scale correlation delay, and the corrected dark-cloud frequency architecture. It also incorporates the updated HoloGenesis distinction between the thermal subitron base, the base diagonal stride, the CMB spectral peak, and the diagonal signal trace. The central claim is that matter is not the source of frequency, and energy is not the source of frequency. Rather, energy and mass are two regimes of frequency expression. Reality does not begin with inert things that vibrate. Things are what frequency becomes when coherence is structured, resisted, divided, and conserved.
