CDN-164 is the successor to CDN-146 as the standing status reference for General Coherence Field Theory, written after the audit day of 2026-06-10 (CDN-160: stream measured; CDN-161: stream prediction demoted; CDN-162: κc scaling law fixed empirically; CDN-163: ½ coefficient shown underived). Surviving sectors: the dark-energy w ≥ −1 theorem, GW silence of the y⁴ transition, the untested compactness-gated charm-node sector, the lower density-screening window (ρcrit ~ 10³, at the price of predicting nothing inside ~390 kpc), and the empirical κc = −½·G·Mₜot/vₜyp scaling law. Killed/demoted/retired: the scale-free κc constant (twice — Venus and the LMC), the CDN-157 stream prediction, the CDN-160 pre-registered thresholds, plus all prior kills. Three live tensions: the upper screening window vs the measured stream T/L (3D hydro decides), the Leo I HST/Gaia conflict, and the Crater II rescue signature. The note introduces a theory debt ledger — underived coefficients and assumptions now carried explicitly: the ½ coefficient (fitted), the vᵣ-linearity of acoh (assumed), two-mechanism unification (open), and the screening form (ansatz). Synthesis note, no new computation; every entry cites its source CDN.
