We demonstrate that the non-equilibrium galactic expansion observed in Gaia DR3 is a natural macroscopic signature of Torsion-Modulated Recursive Branching (TMRB) in a resonant celestial holography framework. A discretized soft graviton theorem modulated by Z₉ gyroid torsion and characterised by a single differential branching parameter etadiff reproduces the Karapetian et al. (2025) radial velocity field (global means 3-9 km/s; sectoral values up to 50 km/s) with best-fit etadiff = 0. 789 +/- 0. 072, consistent with the independently calibrated value etadiff ~ 0. 82. The framework makes falsifiable predictions for vertical wave-crest timing, sector-velocity correlations, and early-universe structure formation. Python simulation code and Jupyter notebook included.
