The current world pattern of urbanization is influenced by the role of metropolitans in governance, which can impact the development of city diplomacy at national and international levels. This study aims to analyze the governance model of urban diplomacy in megacities during globalization. The research focuses on identifying dimensions and indicators of urban diplomacy governance in Tehran, a metropolis, during globalization and pinpointing obstacles to achieving urban diplomacy in Tehran. The statistical population includes mayors, vice-presidents of various departments in Tehran’s municipalities, and officials from regions and districts, totaling 90 individuals selected through simple random sampling. Secondary data collection methods were used to review relevant literature and theories. Questionnaires on governance, urban diplomacy, and globalization were designed with a Likert scale and validated by experts. The reliability of the questionnaires was confirmed using Cronbach’s alpha method, with scores of 76% for governance, 83% for urban diplomacy, and 89% for globalization. The results revealed causal relationships between variables, highlighting significant associations between variables such as responsibility, accountability, central consensus, economic realm, cultural realm, international relations, central justice, and management power in urban diplomacy and governance.
