This manuscript records a proposed Chronos–χ closure framework for the three-dimensional incompressible Navier–Stokes regularity problem. The work reorganizes hypothetical finite-time singular behavior into scale-invariant Caffarelli–Kohn–Nirenberg packet routes and classifies possible obstructions through packet ranks, saturated branch classes, pressure/source channels, defect gates, and no-escape collapse mechanisms. The manuscript is written as a proof blueprint and conditional closure package. It gives a theorem-proof dependency structure and identifies the analytic verification lemmas that would need independent expansion before the framework could be treated as a community-certified proof of regularity.
