This paper proposes the ’Seonggil Information Coordinate System (SICS)’, an architecture that completely breaks away from Earth-centric and observer-dependent background geometry to operate universally across all cosmic environments, including abyssal cosmic voids and black hole singularities. By integrating Rough Operator Algebra (ROA), Seonggil Matrix Theory (SMT), Seonggil Torsion Curvature Theory (STCT), and Seonggil Field Equations (SFE), this framework fundamentally replaces spatial distance with ’info-topological state differences’. Furthermore, we establish a triple dynamic shielding mechanism for extreme information-divergence regimes, the self-redefinition of the absolute origin via the Seonggil-Rough Index (ISR), and an algebraic slippage propulsion mechanism mediated by a Holographic Torsion Exhaust Gate (HGate). Finally, we prove that SICS seamlessly subsumes and reduces to classical Cartesian, Spherical, and Equatorial coordinate systems in the zero-torsion, flat-information limit.
