This document is Earth Executive Order 54 (EEO54), issued by the Head of State of Earth under the authority vested by the Constitution of Earth and the laws of Earth. EEO54 formally recognises two sovereign states: The Republic of Great Britain and Northern Ireland (RGBNI) – as a sovereign, independent state, based on its compliance with the Montevideo Convention and its exercise of effective governance over its territory. The Republic of Gibraltar (RG) – as a sovereign, independent state, based on its compliance with the Montevideo Convention and its exercise of effective governance over its territory. The Order further mandates that the state of Earth shall maintain, with the Republic of Great Britain and Northern Ireland, and seek to maintain, with the Republic of Gibraltar, full diplomatic relations, including: The exchange of diplomatic notes; The establishment of a joint embassy at the Sovereign Seat; The conclusion of bilateral and multilateral treaties. EEO54 provides for the mutual recognition between the state of Earth and the Republic of Great Britain and Northern Ireland, and seeks to further establish mutual recognition between the state of Earth and the Republic of Gibraltar – thereby strengthening the external Montevideo scores and international standing of the state of Earth.
