What is mass, physically? This document provides the constitutional answer within the Energy-Efficiency Theory framework: mass is the scalar interface through which ontological inertia becomes externally measurable, defined as m = Ec/v_² --- the constrained-state energy Ec divided by the square of the maximum signal propagation speed v_ on Type II edges. Version 3. 2 is a constitutional Matter definition, -convention unification, cross-domain unification, and full corpus synchronization upgrade. It preserves all v3. 1 constitutional content while introducing the following key advances. Matter constitution. For the first time in the EET corpus, Matter receives its precise constitutional definition: any constraint network satisfying N 1 (persistent Type I constraint), Ec > 0 (constrained-state energy), and m = Ec/v_² > 0 (positive mass). The constitutional identity Being = Matter (Two Forms v3. 4, 5) is registered, and an operational definition with three independently sufficient empirical signatures is provided.
