Kasei-Theory IV.Dec-phase: Dec-phase Without Actuality

This paper fixes Dec-phase within Kasei-Theory as a non-modal fixation without actuality. In this paper, Dec-phase names the fixation at which actuality-form is not established. Dec-phase is not phase, actuality, reality, realization, actualization, occurrence, event, manifestation, exposure, transition, development, emergence, result, effect, application, implementation, or completion. Dec-phase does not designate a stage into which Fuka or Contact enters, a state in which Fuka becomes actual, or a phase in which non-relation becomes present as actuality. This paper does not explain Dec-phase as the actualization of Fuka, the realization of Contact, the manifestation of Fuka-contact, or the evental appearance of non-established fixation-form. It does not derive Dec-phase from Fuka, Kagen, Contact, Reading, Retention, Ka, Ka-readout, or Ka-trace. Dec-phase is fixed only where actuality-form is not established. No causality is introduced.
