Deviation from this equilibrium generates measurable hierarchical dynamics that can be interpreted across physical, cosmological, and informational systems.The framework proposes that stability, collapse, and emergence arise from structured transitions around zero-state equilibrium levels rather than absolute absence.This preprint presents the foundational definitions, core axioms, and initial formal structure of the model.
