Student services are widely acknowledged as a cornerstone of higher education quality, playing a vital role in enabling institutions to achieve their strategic objectives and fostering student success. The Royal Government and relevant ministries have established formal policies and mechanisms, as well as support activities to strengthen student services in Cambodia. Research consistently highlights successful students demonstrating good health, effective self-study habits, clear goal-setting, timely access to guidance, and high motivation levels. Developing human capital that aligns with societal demands necessitates the active engagement of all stakeholders, strong commitment, and cohesive collaboration. Higher education institutions (HEIs) that prioritize robust student services contribute to cultivating human capital and addressing the diverse needs of their student populations. By doing so, they build trust among stakeholders and students, ultimately enhancing financial sustainability and positioning themselves for potential quality recognition and accreditation. This study examines the current state of student services in Cambodian higher education institutions and offers actionable recommendations for improving service quality. Using a qualitative research methodology, the study involved semi-structured interviews with a purposive sample of 32 participants, including senior management from relevant agencies and HEIs, as well as focus group discussions with students. The findings indicate that student services in Cambodian HEIs often receive insufficient attention due to systemic challenges. At the national level, voluntary evaluation practices and delegated responsibilities hinder progress, while institutional challenges include underdeveloped service systems, limited human resources, outdated practices, and constrained budgets.
