Recent high-redshift observations by the James Webb Space Telescope (JWST) of mature galaxies (z > 10) have falsified the hierarchical structure formation timeline of the Lambda-CDM (ΛCDM) model. This paper proposes a unified alternative: Superfluid Vacuum Theory (SVT) synthesized with Scalar-Tensor-Vector Gravity (STVG). We demonstrate that the cosmic vacuum is a physical Bose-Einstein Condensate (BEC) and that gravity is not a geometric abstraction, but an emergent hydrodynamic pressure gradient mediated by phonon fields and quantized vortices. By redefining the metric through fluid density gradients, we provide a physical mechanism for the rapid formation of early-universe structures. Furthermore, we establish a theoretical pathway for gravitational engineering. By utilizing negative-index phononic metamaterials and superconducting phase-locks, we propose the creation of "hydrodynamic slip surfaces" within the vacuum. This interaction allows for the manipulation of vacuum interaction cross-sections, providing a foundational mechanism for reducing inertial mass and enabling non-ballistic propulsion.
