HAL framework predictions for neutron star systems. TOV equation with Gₑff gives identical NS structure to GR, but gravitational mass Mgrav = C0 x MADM, giving +10. 2 milli-solar-masses for 1. 4 Mₛol NS, detectable with Einstein Telescope. Key new result: phase-dependent GW amplitude correction: epsilon = (2/3) x alphaₑm = 0. 486% during inspiral, epsilon = alphaₑm = 0. 7297% at merger/ringdown. The ratio 2/3 is an internal HAL consistency test. Standard siren H₀ = 67. 73 km/s/Mpc (0. 19 sigma from GW170817).
