This paper fixes the core GTUD primitives and constraints in a top-down ontological monism. It is a definition paper. The primitive is rotational displacement Δθ. Information is a function of rotation: I = f(Δθ). Energy is a manifestation of informational structure: E = g(I), with E ∝ I as the minimal statement of dependence. The symbol E² denotes a self-mirroring energy functional (not mainstream energy squared and not a domain proxy). The invariant is G = E²(Δθ)². Empirical results may only act as pressure on this fixed structure via domain projections. They may not redefine the primitives. These are core definitions, not derived results. Unknown thresholds and selection rules are intentionally left open at the TOE level and are deferred to constraints and empirical pressure.
