This paper proposes a unified cosmological framework—Cyclic Decoherence Cosmology (CDC)—which resolves the fine-tuning problem through an information-theoretic approach to cosmic natural selection. By synthesizing the Anthropic Principle, Cyclic Cosmology, the Many-Worlds Interpretation (MWI) of quantum mechanics, and quantum thermodynamics, the CDC framework posits that reality operates as a self-purifying, branching cyclic multiverse. We demonstrate that the rate of entropy generation (dS/dt) dictates the quantum decoherence frequency of a universe, acting as the primary mechanism for multiversal replication. Consequently, highly interactive, life-bearing universes exponentially dominate the multiversal volume via continuous quantum branching, while degenerate universes are rapidly purged through immediate topological collapse or quantum vacuum decay.
