Building on Parts I–VI, this paper shows that the single form dA=p⋅dq−E⋅dt, taken as the sole primitive, entails four logical necessities: mass is dimensionless, (3+1)-dimensional spacetime is inevitable, the equivalence principle follows from μ₀, and all physical phenomena manifest as the ε-phase and μ-phase of electromagnetism. The paper concludes that what we call matter is the self-sustainment of dA=0, whereas what we call force is the interaction represented by dA≠0.Matter and force are therefore not independent entities, but two operational states of the same underlying structure: Action. Only Action exists.
