Structural Gravitational Waves (SGW) v1.8 presents an illustrative catalog-scale framework that unifies the single-event, hierarchical-population, and multi-messenger architectures developed throughout SGW v1.0–v1.7 into a coherent global inference system. The framework integrates a global likelihood engine, hyper-hierarchical Bayesian inference, streaming and real-time multi-messenger processing, cross-messenger catalog matching, catalog-level systematic-error propagation, selection-effects and detection-efficiency modeling, scalable GPU-accelerated computation, global population inference, worldwide detector and observatory coordination, a catalog-scale validation battery (GF1–GF8), and an open-science and reproducibility framework. Version v1.8 is intended as the methodological foundation for the SGW v1.9 Precision Ringdown program and the future Structural Gravity Precision Framework (v2.0). All numerical values, figures, sensitivity forecasts, performance targets, and scientific projections presented in this work are illustrative examples demonstrating the structure and intended use of the framework. They do not represent results obtained from actual LIGO–Virgo–KAGRA, IceCube, or electromagnetic-facility observations.
