This research introduces SDD-First Harness Orchestration, a reference architecture for governing enterprise AI-assisted software development through Spec-Driven Development, multi-agent orchestration, and Zero-Trust principles. The framework combines structured specifications, specialized AI agents, automated validation gates, and governance controls to improve software quality, security, compliance, and auditability. It demonstrates how deterministic engineering practices can effectively manage stochastic AI systems, enabling scalable, trustworthy, and enterprise-ready agentic software development.
