Abstract This paper introduces the 'Dimensional Relativity of Thresholds' and proposes the 'Dimensional Interaction Baseline (DIB) ' framework as a conceptual tool to explore the manifestation of consciousness across diverse existential planes. Moving beyond the premise of a fixed constraint for conscious activity, this research suggests that the transition from staticity to operational agency is relative to the structural laws governing the observer’s domain. By formalizing the Manifestation Potential (Mₚ) as a function of Informational Density, Semantic Synergy, and the Threshold of Staticity, this study offers a quantitative index to examine conscious agency within non-congruent realities, ranging from physical dimensions to higher-order semantic frameworks. Furthermore, by defining the distinctions between Experiential Reality (ER) and Subjective Interpretative Reality, this paradigm indicates that all forms of consciousness may operate as sovereign entities capable of autonomous experiential construction, non-necessitated by localized material constraints. This framework aims to provide an inclusive basis for identifying and evaluating the nature of consciousness across the manifold.
