The Extended Classical Mechanics (ECM) framework reinterprets mass-energy equivalence as a manifestation process driven by frequency-phase dynamics. This paper presents the three energy domains of ECM: the full manifested domain, where matter completely transforms into dynamic energy states; the partial manifested domain, retaining measurable localized mass; and the conceptual manifested domain, expressing manifestation through frequency representation. The framework introduces apparent mass as displaced potential energy and effective mass as the composite of localized matter and its manifested counterpart. Key results include the derivation of ECM kinetic relations, the dual interpretation of de Broglie and Planck contributions to matter formation and dissolution, and a cosmological application predicting late-time galactic decomposition into phase-dominant states. ECM establishes frequency as the primary dynamical variable, linking potential-energy redistribution, momentum dynamics, and the emergence of localized matter through a unified manifestation principle.
