This publication is part of the RT Foundations series and primarily presents the current conceptual interpretation of quantum realization within Rachel Theory (RT), formally consisting of the Dual Network Theory together with the Law of Compromise and the Law of Periodicity. While its primary focus is quantum realization, the paper also briefly discusses several related theoretical concepts where they contribute to the proposed framework. The purpose of this paper is to define the current conceptual framework through which RT interprets quantum realization and to clarify the proposed roles of the Fixed Network, the Dynamic Network, Phase Potential Cells, the Law of Compromise, and the Law of Periodicity within this context. It is a conceptual foundation paper that outlines the present interpretation while identifying directions for future mathematical, computational, and experimental investigation.
