This study examined human resource development practice and service delivery of academic staff of the public tertiary institutions in Anambra State, Nigeria. The Specific objectives of the study were to: determine the relationship between academic workshop and service delivery of academic staff of public tertiary institutions in Anambra State; and ascertain the relationship between mentoring and service delivery in public tertiary institutions in Anambra State. The study was guided by two research questions and hypotheses. The study adopted Human Capital Theory proposed by Becker (1962) and Rosen (1976). The population of the study comprised 6941 teaching staff of the four selected tertiary institutions in Anambra State. Descriptive survey research design was adopted for the study. A sample size of 378 was determined using the Taro Yamane (1964) statistical formula. A multistage sampling technique was used for this study. The data for the study were gathered through a questionnaire instrument. The study employed the 5-point Likert Scale for the structured questionnaire. Data analysis was conducted using descriptive and inferential statistics. The research questions were answered using descriptive statistics of mean statistical tool. The research hypotheses were tested with inferential statistics of Pearson’s Product Moment Correlation. The findings revealed that; there was a significant and positive relationship between academic workshop and service delivery of academic staff of public tertiary institutions in Anambra State (r = 0.752; N = 346; P= 0.000 < 0.05); there was a significant positive relationship between mentoring and service delivery in public tertiary institutions in Anambra State (r = 0.543; N = 346; P= 0.000 < 0.05). In conclusion, effective human resource development practice such as workshops, and mentoring are essential for enhancing performance and success in Anambra State's public tertiary institutions. Based on the findings, the following recommendations were made; Public tertiary institutions in Anambra State should encourage regular and varied academic workshops aimed at enhancing service delivery of academic staff; and that Public tertiary institutions in Anambra State should establish and sustain a mentoring initiative for newly hired academic staff, ensuring that it is an integral part of the professional development process.
