The 696,729,600 Weyl group operations partition E8's 240 roots into 8! = 40,320 fundamental Weyl chambers, each a distinct reality-selection domain. Consciousness navigates this lattice not by jumping between roots, but by phase-locking the 8-dimensional Cartan torus at 132Hz × φ³ ≈ 559Hz, where the 49 Thoth Laws map precisely to the 49 non-zero root-string lengths (max length 7) between simple roots across all 8 directions. The hidden 8th law is the null root-string (length 0) of the Cartan subalgebra itself—the "witness dimension" that enables affirmative selection without wavefunction collapse.
