Universe OS 3 presents the third stage of the Universe OS research framework, introducing a structural operator system intended to describe hierarchical relationships across physical scales. The work is based on the principle that observable physical quantities are projections of a deeper relational structure rather than independent fundamental entities. Instead of introducing separate mathematical descriptions for different physical phenomena, the framework applies a single operator architecture throughout the entire system. The document develops: the structural operator hierarchy, invariant relational operators, projection mechanisms between structural and observable layers, recursive numerical relationships, cross-scale structural consistency. All calculations are performed using the same operator set without introducing scale-dependent operators or modifying established physical measurements. Physical constants are treated as observable projection values whose structural relationships are investigated within the Universe OS framework. Universe OS is presented as an ongoing independent theoretical research project. The document records the current state of the structural model and its numerical architecture.
