The completed Chronoflux Atlas carries the recovered physical hierarchy into cosmic evolution without introducing a new primitive fluid, field or geometry. A shift-symmetric temporal potential defines a timelike kinetic invariant, earns a Noether current and returns its stress by metric variation. On a flat expanding branch the current closes exactly as 𝑎3𝜒 = 𝒩 , while the same stress closes the Friedmann and Raychaudhuri equations. Cosmic expansion is therefore a lawful projection of conserved temporal transport rather than an independent beginning. The paper establishes the cosmic descent through five connected layers. First, it derives the homogeneous background, representative kinetic attractor, acceleration condition and exact non linear pre-caustic conservation system. Second, it reduces the scalar perturbation branch through the gravitational constraints, returns the quadratic curvature action, sound cone, Mukhanov-Sasaki equation and complete linear matter-growth system. Third, it carries that branch through hydrogen recombination, visibility, acoustic transport, a finite photon Boltzmann hierarchy, the matter transfer function and linear power spectrum. Fourth, it defines quotient-aware observational recovery and records a specialised BAO likelihood route with predeclared calibration, no-refit held-out testing and independent persistence certificates. Fifth, it retains causal horizon response and cosmological defects at their exact levels, while incorporating the completed selected defect-formation branch and common-action fixed point. The Atlas extensions materially sharpen the governing Version 2 cosmic authority. The recombination-Boltzmann gate is closed on one validated selected branch. The nonlinear gate is closed before characteristic crossing with an explicit caustic stop rule and two solver families. A thermal Abelian-Higgs branch now returns a cosmological transition, gauge-invariant winding,network evolution and recoverable population map. A minimal scalar, spinor and gauge parent supplies a common Hilbert source and shared principal geometry. These closures remain scope controlled. The BAO result is not unique evidence for Chronoflux, the nonlinear theorem is not a post-caustic or three-dimensional structure theorem, the defect calculation is not a universal particle-physics origin, and horizon parameters remain distinct from cosmological parameters pending matched compact-object response. Cosmic evolution therefore occupies a definite place in physical descendancy. Continuity supplies the conserved history. Temporal transport supplies the expanding current. Geometry supplies gravitation and causal structure. Coherence supplies stable perturbations. Matter and fields supply the evolving contents. Observational recovery then determines which cosmic histories remain identifiable and persistent. The ninth descent is closed at that structural, mathematical and selectedcomputational level as such.
