This study demonstrates that local governments can drive urbanisation and enhance public health by developing accessible sports facilities. Focusing on Hangzhou’s "Model City Project", which established a "15-minute fitness circle", the research highlights how municipal leadership in infrastructure, land use, and community services enabled effective facility deployment. By collaborating with private organisations and residents, the local government improved sports infrastructure accessibility, leading to measurable health benefits. From 2015 to 2022, Hangzhou saw a notable decline in mortality rates, reduced obesity, and higher citizen satisfaction with health services—linked directly to increased fitness participation. The findings underscore the critical role of local governance in promoting urban well-being through strategic sports facility development.
