Abstract. Problem. Due to the ongoing military actions in Ukraine, the implementation of a critical urban planning and land management document — the Comprehensive Spatial Development Plan — has been postponed. This plan is developed for each territorial community. The Comprehensive Plan enables effective management of land resources, grants landowners and land users the right to independently change the designated use of land plots in accordance with the functional zoning of the area, determines permissible types of land use, and sets construction restrictions based on environmental considerations and the principles of sustainable development of urbanized areas. Goal. Analyze the complexity of land management processes in the context of constant change and the interaction of social, economic, and environmental factors within a settlement.A systems approach makes it possible to consider land resources as part of a broader economic and natural environment, which influences the development of management strategies. Conduct a comparison between the current state of land use in settlements and the projected state based on adopted management decisions. Provide recommendations for considering specific factors in the development of comprehensive planning documents. Methodology. The study employed methods such as the abstract-logical method (for theoretical generalizations and formulation of conclusions), the comparative method (for comparing the actual state of land development in settlements with the projected state according to adopted management decisions), as well as other generally accepted methods and modern techniques. The theoretical basis of the study includes materials from the comprehensive development plan of the Roganska Settlement Council in the Kharkiv region, as well as other data and materials. Originality. The use of the dialectical method of cognition in the study allows for accounting the complexity of land resource management processes under conditions of constant change and interaction among social, economic, and environmental factors within a settlement. Practical value. A systems approach enables the consideration of land resources as part of a broader economic and natural environment, which influences the development of management strategies.
