The article examines current challenges and prospects for regional innovation development in Russia amid global technological transformation and increasing competition. The author substantiates the need to shift from a fragmented innovation policy model to an ecosystem-based approach that ensures integration of science, business, and government. The analysis covers the current state of regional support instruments – financial, infrastructural, and administrative – and reveals significant disparities in resource distribution and levels of innovation activity across Russian regions. Particular attention is paid to the need for a unified digital platform for innovation management, the development of acceleration programs for science- intensive startups, the implementation of hybrid financing models, and the digital transformation of industrial sectors. Based on international best practices, the author proposes a set of recommendations aimed at building an integrated system for supporting regional innovation development in Russia.
