🔹 Description(English) Ethical Kernel – Development Background & Requirements This technical note documents the operational background and requirement emergence that necessitated the development of the Ethical Kernel.The Kernel was not conceived as a philosophical doctrine, a moral manifesto, or a proposal for institutional reform. Instead, it emerged as a practical response to repeated and reproducible failure patterns observed at the field level within contemporary social and administrative systems. Through continuous field observation conducted at a small, non-institutional community site, multiple systemic failure modes were identified, including the normalization of inaction, diffusion of responsibility, formal compliance overriding human survivability, and the substitution of qualitative human harm with quantitative indicators. These failures persisted independently of individual intent, indicating structural design flaws rather than operational error. This document records those failures as diagnostic inputs and derives a set of survivability-oriented requirements for ethical execution under degraded conditions. The Ethical Kernel is therefore positioned not as an instrument for persuasion, mobilization, or moral education, but as a minimal, self-contained framework intended to preserve individual agency when ethical action is systematically discouraged or penalized. An abstracted field narrative (“Episode 0”) is included as an appendix to provide traceability between lived conditions and formalized requirements.
