Property-Neutral Matrixscope (PNMS) introduces a property-neutral normalization framework in which physical quantities expressed in SI units are projected against a fixed reference vector R to generate a structured quotient matrix Σ.The operational core, General Operator Relation Reduction (GORR), defines the relation:Σᵢⱼ := xᵢ / Rⱼ, i = 1..n, j = 1..mwhere x is a user-selected vector of physical quantities and R is a user-defined reference vector of arbitrary length m.The method imposes no restriction on property selection or reference construction. Planck references (CODATA 2018) constitute a standard instantiation (R₅), and may be extended with information-theoretic scale components (Sₚ, Eₚ(bit), Aₚ(bit)) to form extended bases (R₈).PNMS provides a consistent coordinate field for structural comparison, normalization analysis, and representation equivalence without reparameterization.
