This paper presents the Biological Information Stream (BIS) framework, a theoretical model proposing that living organisms function as continuous emitters of structured informational output through ultra-weak biophoton emission, and that this output constitutes a persistent, uniquely addressable signal propagating through the electromagnetic field. The framework constructs a mathematical formalisation of the individual biological stream, its interactions with other streams, and the theoretical fate of the encoded informational structure following cessation of biological function. A master equation unifying all biological, planetary and cosmic streams is presented. Six falsifiable experimental predictions are derived. The model is submitted as a theoretical hypothesis inviting rigorous scientific engagement, critique and experimental design.
