Building on the Detection Ontology axiom (Existence ⇔ Detectability) and the Universal Seesaw Stabilizer established in Part 1, we now derive the observed fermion and boson mass hierarchy from the arithmetic sector alone. The 48×48 bootstrap matrix encoding the three generations emerges naturally as the effective light-sector operator after Wide-Net seesaw reduction of the prime-gap lattice. We prove that the mass eigenvalues are fixed by the same Lambert-W structural constant θₑff ≈ 0. 225209973392 via a damped unfolding equation whose contraction factor κ ≈ 0. 949280467885 enforces hierarchical suppression. The top quark, Higgs, and predicted Axiom boson masses are computed parameter-free and match current experimental values to within current uncertainties. The mechanism also generates the 26-dimensional collapse scale for right-handed neutrino masses and the dark-matter candidate mass scale ∼10¹² GeV. All masses arise from recursive self-detection on the prime-gap lattice, with no free parameters beyond the single fixed point θₑff.
