This article deals with issues related to the large-scale implementation of artificial neural networks (ANN) in the e-government infrastructure of the Russian Federation. The author has conducted a comprehensive analysis of the multifaceted problems and risks associated with this technological integration, covering technical, legal, ethical as well as economic and resource aspects considered in their natural interdependence. The article discusses the current level of the legal and regulatory framework applicable to the artificial intelligence (AI) systems, emphasizing the need to comply with national laws and international standards, as well as ethical aspects related to transparency and public trust to AI. The author also considers the technical challenges associated with the ANNs interface with the existing electronic systems, challenges in ensuring scalability and quality of service, difficulties related to understanding of the ANN decision-making principles and data security and privacy issues. A comprehensive understanding of the listed above difficulties, challenges and risks is necessary for timely and thorough preparation at various levels to eliminate (or minimize) problems and dangers associated with ANNs implementation in public administration. Meanwhile, some difficulties may be overcome by the specific actions taken in advance, while others require the state and society to adopt a certain course of development with some compromise solution.
