Abstract

The first volume of this series introduced Ambient Cognitive Design (ACD) as a framework for systems that participate implicitly in human cognition, formalizing concepts such as generative affordances, implicit cognitive delegation, and cognitive sovereignty. This second volume builds on that foundation with a quantitative, information‑theoretic reframing of the governance problem. Human conscious thought operates at a bandwidth of 10 to 120 bits per second — confirmed by independent research at Bell Labs, the University of Vienna, and Caltech. This is the channel capacity of conscious authorship, the bandwidth available for deliberate, identity‑constituting cognitive acts. It has remained fixed across human history. Personal Intelligence systems — the convergence of Generative AI, Agentic Workflows, the Model Context Protocol (MCP), and Agent‑to‑Agent communication (A2A) — operate at hundreds of trillions of floating‑point operations per second.
