A way to construct effective light front (LF) Hamiltonian, describing spectrum and structure of hadrons, is proposed. We consider the valent quark model and assume that the corresponding wave function to be the eigen function of the rotationally invariant spectral equation for hadron mass squared and then we find the form of the effective LF Hamiltonian compatible with our assumption about the wave functions of hadrons. In this model we calculate electromagnetic form factors for lowest states and discuss the correspondence with known data.
