This paper develops a coordination-based framework to explain trust as an emergent system-level outcome of structural conditions in modern governance systems. Rather than treating trust as a cultural or psychological variable, the analysis links cross-domain misalignment—particularly across labor, housing, and demographic processes—to the gradual redistribution of risk toward households. The framework shows how persistent misalignment may weaken trust, increase reliance on control-based mechanisms, and contribute to the concentration of authority over time. The study is conceptual and aims to provide a foundation for future empirical research.
