This preprint proposes a parameter-minimal spectral-partition completion of theKopp-type gravitational-wave freeze-in threshold. Rather than introducing a phenomenological threshold asa free parameter, the framework uses independently established spectral constantsτ* = 0. 145, κ = 0. 8509, and r̄ = 0. 857as fixed structural inputs inherited from prior prime-spectral and partition analyses. Within this structure, the critical latch scale is identified as Ṫcrit = τ* (1−κ) ≈ 0. 0216, providing a structural correspondence to the freeze-in threshold discussed by Kopp and Maleknejad (2026). The same partition further suggests: a matter-favoring ratio r̄/ (1−r̄) ≈ 5. 67 a residual partition index Δₚart ≈ 0. 05 a baryonic matter fraction estimate Ωb ≈ 5. 26%This upload should be read as a structural proposal and priority claim ratherthan a theorem-level derivation of full cosmological baryogenesis.
